Question / Help Bad FPS at 720p30.

So a friend is trying to stream at 720p30fps with those specs :

AMD FX 8300
12GB DDR3 1600 MHz
R9 270

The stream looks fine , CPU usage in CS:GO even on uncapped FPS (250-300) never goes above 60% but he has a problem with League of Legends.
He usually gets 150-180 FPS while laning , 90+ later in the game with no huge drops during intensive parts of the game while not streaming.
While streaming he sits at around 80-90 FPS while laning (sometimes even lower when even minimal amount of stuff happens) , 30-50 later.
The scene has a TwitchAlerts follower alert , the event box , a simple image overlay and the game with the rest of the stuff disabled. Tried it on a clean scene , same low FPS.

Just few questions. How do you plan to make 30 of 60 fps video from 250-300 fps game? Where to take resources to the OBS Studio if game itself is about 250-300 fps (I think, your video card can't do even more fps from this game, or if it actually can - then why it didn't)?
 
I'm saying that while he's playing CS:GO his FPS is the same as if he weren't streaming (250-300 stable) , but while playing League of Legends his FPS is halved , which it shouldn't happen because CS:GO is more CPU-heavy than League.
The point is not to make 300 in-game FPS into a 30 FPS video , the point is to have a smooth experience for himself while streaming , which CAN happen in CS:GO but not in League of Legends.

One more question what is heavier for CPU to compress: black square or colorful movie?

And your friend can update to v0.15.4 (because of win10x64 and dx9).

Updated to 0.15.4 , didn't fix the issue.
I had an issue like this with my setup (i5 3330 , 260x , 8GB DDR3 1600MHz) and what fixed it for me was using window capture instead of game capture for LoL.
Anyway , it worked , so he'll be using that from now on I guess.
