Bad codec?

Hey all. I seem to have an odd issue that cropped up yesterday. Prior to about noon or so, I was able to view OBS .mkv output files before remux, and after remux .mp4, in Windows Media Player. Now when I try to view them all I get is audio, with no video output at all. I thought perhaps it was a problem with WMP, as I could view both using VLC, but my video editor (HitFIlmExpress) also reports an error, and identifies the issue as an unsupported video codec. (The editor will not recognize .mkv files)

As a stop-gap I downloaded HandBrake and have transcoded the .mkv and .mp4 files to .m4v, and that resolved the WMP problem, but now I have a ton of video artifacts creeping into the video layer, such as flashing screens and rolling bars???

I have uninstalled and reinstalled OBS26.1.0, HitFilm Express 16, and HandBrake 1.3.3, yet the issues remain. All I can think to do now is wipe the windows installation and start completely from scratch. Any suggestions? If I need to clarify anything I will do my best to do so.
