And does not generate video. Does anyone know how to solve this bug?

Can you post the obs log how to do this can be found here https://obsproject.com/forum/threads/please-post-a-log-with-your-issue-heres-how.23074/ this will help show your pc spec and we can see if you can use h.264 cpu or gpu.

The capture card is meant for displaying other inputs e.g another pc/xbox/ps4 its not meant for encoding video. Even if you did capture another pc/xbox/ps4 you would still require the pc running obs to be capable of encoding the video.

OBS does have the option to use the c985 for the encoding but its really bad as the c985 can't cope, either way you need to use Window, Display / Monitor capture as the video source then within the record options pic the encoder such as h.264 /quicksync cpu, ACE or Nvenc GPU or u can try c985 but I wouldn't bother if you want decent quality, you would be better off selling the C985 and using it towards a GPU if you haven't' already got one that can do it.

I want to record this PC. I want to use the capture card to not lose performance with the processor
Except that that's not how it works.

At BEST, you gain 0 performance by using a capture card. More frequently, your system performs WORSE.

More using the GTX 1060 to record will not miss her performance? I thought it would be better to buy a capture card to take any "weight" processor recording and video card

The Nvidia series cards from 600 up come with a dedicated Nvenc chip for handling encoding, this is separate from the gaming gpu. This allows you to feel minimal if any performance hit on fps say.
