I use the auto wizard to set my settings but I still get insufficient bandwidth error ? My speeds are 300 Down and 30 up. I don’t understand how I drop frames with my settings on 4500 kbps 1080p 60fps . I have a 2060 super NVIDA . Core Ryzen 7.
As soon as I stream everything crashes.

First rule of troubleshooting (which others will post links to appropriate places to test).. but I'm a newbie as well, so to point out the obvious... Instead of streaming, have you just tried recording locally. That way you are depending on Internet circuit (though will need sufficient local data bandwidth to save video recording.) That way you at least you can confirm your PC is fully capable to CPU & GPU processing required. If you've done that, I'm sure others will as for your log reports.. look up how to gather and submit them
