Audio/Video Synch

Capturing from DIGITNOW! 4K HDMI UltraHD Video Capture device. Audio is consistently 3 frames ahead of the video. Obviously, it is barely noticeable and is a simple fix in Adobe Premiere (or any video editor) but none of the "synch adjusters" within OBS seem to do anything. I just want to delay the audio by 3 frames (at 29.97) or 100.1 ms. Unless I'm mistaken, the "Synch Adjust" in OBS moves the video with reference to the audio in only a positive direction (further out of synch in my case), but does not affect the audio (other than making things more out of synch by only moving the video "away" from the synch point). I may be totally wrong but any thoughts?

I remember reading somewhere that you can use negative numbers for the audio delay. I may be mistaken but.....

Thank you. I've been at this kind of work for about 50 years in the professional world and I just misunderstood the adjustment of the audio delay. You set me on the right track. Now I have another confusion. I am capturing stereo audio with the video. Though there are "Balance" adjusters in the "Advanced Audio Properties" panel, the are non-adjustable. I get that most folks use OBS for streaming and or game capture but I don't understand why there seems to be no wat to actually pan track 1 left and 2 right. Any thoughts? Perhaps in an upcoming version or is this feature not necessary for the vast majority of users? I can just repurchase Adobe Premiere and go that route, albeit way more expensive than free.
