Question / Help audio skipping while recording

I have been using OBS for recording videos just fine for a few months. I recently tweaked settings and things were working just great. Then I went on vacation, came back, installed the latest version 19 and now I have skipping in just my mic audio. Log of a test attached and a video of a recording ( not the test) below.

I tried reinstalling, rolling back to 18 and 17 with no luck. messed around with the audio settings to no avail. Ideas?

FX8370 @4.8ghz
16gb 1600 DDR3
RX 480 stock

Well I feel stupid. a restart seemed to fix it. Shoulda tried that in the first place
