Audio skipping in final output? Could it be SHotcut?

I made a video here, and I used an URL shortener to disguise the youtube video for privacy:

Any idea why it is skipping when I speak on it?

I used shotcut AND OBS studio to make this

the MKV file that comes out of Obs Studio ALSO has the stuttering audio?

If it's already wrong before it even gets to Shotcut, then it's not Shotcut.
