To use the Audio Monitoring feature, click Edit -> Advanced Audio Properties and set Audio Monitoring to either Monitor Only, or Monitor and Output. Monitor Only will not output that device's audio to your stream/recording. Audio for that device will be played out of your system default device, unless otherwise specified in Settings -> Advanced.
I just needed to monitor the media source and to do that you click on the scene you want to monitor, then the mixer icon, then the Audio Monitoring drop down on the media source's row and change it to Monitor and Output. Sometimes to get it to actually apply the change I have to close and re-open OBS, other times not. I just take it case by case.
