Bug Report Audio Monitor settings affecting other applications

A couple days ago I reported that the audio monitor settings for local microphones were affecting other applications. What I had noticed at the time were my Digital Audio Workstation, and Audacity. Note this is not while OBS is running, and a reboot does NOT clear the situation. In that case, I was unable to monitor while I was recording, I have found what I need to do in my DAW to correct it, I have not figured it out in Audacity yet. BUT this morning I discovered that my camera mic is not working when I enter a Zoom meeting - I have it turned off in OBS because I use my other audio interface so I can use better mics through a mixer. WHAT IS HAPPENING here? And why are settings I make in OBS affecting these other applications. And How Do I Fix It?

Well, the Zoom problem was probably not this, And I did find what I needed to do in Audacity, but the question remains, how did those setting get changed?
