Audio Mix in OBS

I decided against using the Decklink card to output key/fill and decided to use a decklink to input in OBS and then another decklink to output the program feed to the venue and also use OBS for Recording/Streaming.

Setup is:
- I get audio from the venue mixer from my Video Mixer via SDI (or via a soundcard on the OBS PC)
- I need to output some playback audio to the venue mixer of videos that are played in OBS

However this presents with new challenges:
- I need audio coming in from the Venue to be recorded and sent to the stream
- I need audio from (some) Video sent back to the venue mixer (which might or might not send this audio back to me) and recorded and sent to the stream
- I need to not send the sound signal from the venue mixer back to the venue mixer (no feedback loops)
- I want a possibility to monitor the audio mix as it is recorded or sent to the stream.

is this possible with OBS?
Probably I can set audio sources that
- should go only to Recording as "No Monitoring"
- should go to the venue only as "Monitor Only"
- should go to venue and recording as "Monitoring and Output"

However, how do I then monitor the MIX going to the output?
Can I assign the output to a separate soundcard?

So I have a matrix:
IN belog / out rightOut to Venue MixerOut to Recording/StreamOut to Local Monitor/Headset
Venue Audio Stereo Signal
via SDI or Soundcard
NOYESYES
Video/ Audio Playbacks from Clips within OBSYESYes, If not part of signal coming back from venueYes, If not part of signal coming back from venue
Audio Signals from Cameras from my ATEM video mixer via SDI out and Decklink Monitor in in OBSNOYESYES
