Question / Help Audio Issues with Game and Alerts

So I have been streaming for a bit now doing a play through of a visual novel that peaked my interest but it was finally brought to my attention that I had audio problem with the game. I knew prior that I had problems with my alerts appearing and then the sound playing after but now it seems to even be affecting my game play.

In both clips you can see that the audio coming from the characters talking does not sync with the text that is currently on the screen. As well in the first clip the bit animation happens and then 13 seconds later the sound for the alert plays.

I am currently using OBS 20.0.1, Setting for audio on obs are a sample rate of 44.1khz stereo channels using default audio device that I change to my headphones when streaming. I've also checked my advanced Audio properties to make sure there was no off sync. I have even resorted to a fresh install of OBS.

The only thing that I think could be a possible factor would be my internet. Although we pay for 100/100 I am not able to get that since my router is downstairs in the guest bedroom and my computer is located in my bedroom. I use a power line adapter to supply internet to my computer. With it I am only able to get about 7ping, 15 down, 22 up. http://www.speedtest.net/result/6567806047.png

However I believe this is more than enough to stream to twitch using only 3000 as my bit rate. The audio bit rate is 160 though I never touched that setting because I am unsure of what it does.

Computer set up can be found here: https://pcpartpicker.com/user/Detrivance/saved/8L4hP6

If anyone can please help me understand how to fix this problem it would be greatly appreciated.
