So, I installed AppleApplicationSupport64.msi and K-Lite_Codec_Pack_1210_Mega.exe and I'm not facing this issue anymore. Thanks for helping. I'm still not sure if this fixed it or it just decided to work for some reason. Hopefully it doesn't break again when I need it the most.

OK, after some testing, AppleApplicationSupport64.msi and AppleApplicationSupport.msi seem to do the trick.
Surprisingly the CPU usage has also lowered dramatically, both on my Laptop and tablet when recording.

Here's how I understand what was going on, OBS Studio (open source software) QSV depends on proprietary software to work properly after 0.14.X. Not just any proprietary software, but one from Apple from all things. (not sure 100%, I think it's proprietary software) It looks like OBS Studio was struggling without those codecs, causing high CPU usage.

One thing I noticed with this bug is that it doesn't save the full video, for example, if video is 7 minutes long, it only saves 2:30 (lengths aren't exact I remember) and just speeds up some parts of the audio so both audio tracks and video inside the mp4 container have same length.

(RIP some of my recordings, you will not be forgotten.)

Jim plz fix. (Valve plz fix parody)

It's not a bug for Jim to fix. It's about implementation of AAC being used for audio encoding. If you don't have core audio from apple, studio falls back to Microsoft implementation called media foundation which is known for being let's say not perfect.
AAC is required and/or recommended for streaming but probably for licensing reasons Studio cant distribute Apple version with installer

Don't use mp4 for recording. Switch to flv for single audio track or mkv if you record multitrack.

I use mp4 Multi track because it's super easy to work with. I use a terrible editing software which doesn't support MKV.
