Question / Help Audio Issue - Sync Offset does nothing?

Hi, new user here. I'm attempting to stream through an Elgato using window capture (OBS 0.13.1), but I'm getting about a 1500ms video delay after the sound is heard.
I've been into the mixer settings, and changing the sync offset seems to have no effect whatsoever (even with two tracks playing the same inputs with vastly different sync values; they're still the same!). I'm running audio through soundflower 2ch. Neither typing the numbers or using the buttons to alter the values seem to fix the issue either.

Is this a bug or is there some ridiculously simple thing that I have missed?

And where are you checking that these offsets are or aren't working?

Ahhh actually I can see where I've gone wrong. I was using the box below the mixer with the different inputs as a visual cue which never actually changed. Doing some test captures seems to be the only way to check whether it is corrected which takes some trial and error but I think I'm getting it on track now.
