Question / Help Audio Delay Shifting while using 24p cameras over 60p wrapper.

I've been having this problem the past couple weeks when streaming with a multi-camera setup through a Blackmagic ATEM TV Studio switcher.

I set all my cameras to 24p frame rate, and set the SDI/hdmi output frame rate to 60p, (so that I don't need a scaler on the laptop source to get it to match the cameras 24p). The video switcher is set to 60p and everything looks good and records properly to an external recorder out of the switcher. I pull down the 60p recording into 24p for a true 24p program recording. My cameras are fs700s, 5dIIIs, Sony X70s. They all have different output frame rate settings and some don't support 29.97 so I stick to all of them set to either 24p or 60p output settings.

In OBS, I set my capture card to 60p (to match the ATEM output) and project frame rate to 24 NTSC. As the stream progresses, the audio drifts out of sync significantly (over 1 second). If I reset the capture card source under the properties tab the audio snaps back into sync.

When I set all the cameras to 24p output, the switcher to 24p output, the capture card to 24p input and the program to 24p NTSC everything works perfectly.

Is there anything that can be done in OBS to pull down a 60p input into 24 NTSC and retain the audio sync? I know this is pretty complicated and the correct solution would be scaling all the sources to 24p before it hits OBS, but if I could figure this out in the software it'd save me $500-600.
