I use obs studio with my elgato hd60s to play my xbox on my pc however there are audio crackles and the picture quality doesnt look 1080p and the words and icons look pixelated.

Your HD60S is set with a 44.1kHz audio sampling rate, while everything else is set to 48kHz. The sample rate mismatch is causing the crackle.
