Question / Help Audio and video stuttering with capture card

Hi, I used to stream regularly with my computer and razer ripsaw and took a break for a good amount of time and booted back obs up and updated to the latest version. My capture card now has this awful stuttering that I never had happen before. So I went nuclear and just deleted all the scenes and everything to try to nail it down. I couldn't figure it out.

Hardware wise, the only thing I changed was a gtx 970 to a rtx 2060.
