1-why ?? my upload speed according to speed test is 2890 so I think I can easily do 2890 bitrate but it stutter at 2800 and in 2500 good
I use a custom buffer size same as my bittrate
2-if I keep start streaming and stop in order to test my stream if it good or not will twitch ban me ?

3-if according to obs (dropped freames is zero can I be sure that anyone viewing my twitch streaming will not get any lag ?

1> because your connection cannot actually easily do 2890, and you aren't factoring in audio bitrate either.
2> that'll be fine
3> the "lag" you're talking about can have varying causes.

1-do you think 2500 bitrate still good ? I'm streaming 720p
2-how can I be sure that during streaming to twitch there is no lag or stutter and everythink is ok ?

1> 2500 should be okay.
Don't enable the use custom buffer size option when streaming

2> You can't really, since you can only really test against your own connection and not someone else's
