I've been troubleshooting this for 48 hours and must have toggled every combination of settings on and off in obs.
This does not occur when using Twitch Studio or OBS Classic.
This happens with nvenc & x264.
It can happen after a few seconds of streaming on a fresh install of OBS Studio with 1 singular static image.
I've ddu'd & reinstalled drivers
