Question / Help Are that laptop is enough to streaming?

Hello OBS users i need little help

Im owner of laptop Samgsung RV510, Did streaming will be OK?

RAM 3,00 GB
celeron dual core cpu t3500 @ 2.10GHz 2,09 GHz
64 bit
i don't know rest specifications

Ive tried myself and i noticed two problems with framerate
-Overall my framerate durning plaing are OK but ive wanted little bit faster
-Sadly framerate from point of viewer its horrible. its very slow even sometimes just stuck ine one screen while audio keeps playing.

Any suggestions?
