Question / Help Are My Settings Okay?

I have been tinkering for a few days on Studio. I would like to be pushing 60fps but have settled for 30. Anything I am doing wrong here? Any help is greatly appreciated.

AMD FX - 8150 8 Core 3600mhz
Win 7 Ultimate
32g DDR3
240gb SSD
AMD Radeon R9 380 4g ( Running main monitor )
Nvidia GTS 450 ( Running two extra monitors )
730 wt PSU + 430 wt PSU

you seem to have mixed x264 crf used for recording with streaming you need cbr for streaming

oh you should also set key frame interval to 2
