ANYTHING ON THE SCREEN AND GET OVERLOAD THE GPU

Hello, I'm have a problem, even if I create a new scene, with ANYTHING, and click to streaming, my gpu get overload, Yeah, I know, I already read this topic, but nothing there helps me:

My graphic card is: rx 570 4gb msi armor
My processor: i7 9700k
RAM: 16 gb 3100

This is very common issue in Windows 10 with almost all Apps like Error Code 0xc0000142. Specially with OBS, Photoshop and Chrome browser. You have to find the culprit process and force stop it. Also you have to keep your Windows 10 system upto date. Also install all the required drivers for your Windows 10.

How do I do that? Please this is make me crazy! My windows is already in the last update.
