Question / Help Any way to dedicate more GPU power to OBS?

Hey, I've been experiencing some issues for quite some time now. Please help me figure out what's wrong.
I'm refusing to accept that any of my components are at fault here.
Having issues even with 2D games now, nothing is happening on the screen, there's no scaling going on, and as far as I know and according to the log, the "Indistinguishable Quality with low CPU usage preset for x264" should be the ultrafast preset.

Apparently all games that are made in some sort of, "popular engine" do this. This 2D visual novel runs on Unreal.
I really doubt it's my CPU, because of the 20% max usage no matter what.
GPU is bad, I know, but as stated above, there's no scaling going on, composition in OBS is completely clean. So I doubt it's my GPU, either.


There must be a rational solution to this problem, other than upgrading to an expensive i7 or Xeon with a decent GPU.

EDIT 1: Okay, it is my GPU for sure. Overclocked to around 900MHz just to test my theory, stable 60.
That leaves one more question, is there any way to dedicate more GPU power to OBS? Something like setting high priority for a process in Windows?
