Question / Help Any way to adjust Video buffer offset?

I am trying to use a GoPro attached to an Elgato Game Capture HD along with a webcam.
The Elgato is notorious for having that 1500ms latency and I see the settings to offset the audio to get everything synced up. The problem I am having is I am not seeing how to adjust the buffer for the webcam video to offset it to sync with the Elgato video being captured from the GoPro.

I have downloaded XSplit and it seems the setting is there and seems to work, just trying to understand how to do this in the latest version of OBS Studio.

OK,
Looking around I did see the ADD FILTERS section and found the offset setting there!
Sometimes just asking a question helps open things up somehow and you are able to find it.

So on the Microsoft USB Lifecam I am using I found that setting it to delay the video by about 500ms was enough to get it in sync with the Elgato Game Capture HD.
