Question / Help Any reason on why not to stream on 59.94 over flat 60?

Capture cards imput 59.94, streaming at flat 60 casues micro stutter.
Streaming at 59.94 causes other non console games to micro stutter? If not, then why stream at 60 instead of 59.94?

Not sure, try both and see which one works the best.
