16gb ram (good ram)
i7 7700k cpu
gtx 1060

30 upload 70 down internet
windows 10

my native res is 1920 and i play the game in 1920 fs aswell but want 720p
this is what it looks like

any suggestions or should i keep it the same?

this was my obs log of when i streamed, keep in mind it ended because the power turned off.

Aside from decreasing your framerate to 30 (you get no real benefit going from 30 to 48) all you have is upping the bitrate.

so all i need to increase quality is to up the bitrate? if i wanted to play on 30 id be fine but if i wanted to do it on 60 i should increase?

60fps needs between 50% and 100% more bitrate compared to 30fps

twitch, doesnt actually have a bitrate rule, you can stream at whatever bitrate you want, only recently twitch have increased the basic bitrate rule, from 3500, and increased it to 6000. 6000 bitrate is very good quality, thats 1080p at 60fps, even for most small streamers/streamers. But, you have to watch out for your viewers, as those who have crappy internet speeds, won't be able to watch your stream at the increased rate.
