Another Encoder Overloading issue

So I'm using an I7 10700 32gb ram 1080ti 11gb vram full ssd storage win11 but i had the same issues with win10. single pc stream setup.

When streaming and playing games, Things will be fine then my bitrate will hit 0, sometimes it reconnects and things are good, But if it doesn't reconnect, everything else will go to crap network wise. Ill lose packets in game and my discord connection will die off. so ill have to terminate OBS from task manager. re open obs then when i hit start streaming it will say connecting for about 45-60 seconds. then a connection error will pop up saying my stream key is bad or that the server cant be reached. so ill hit okay on the pop up and hit start streaming again and things will be fine til this cycle restarts. this happens sometimes days in a row sometimes i get a day or 2 where this doesnt happen. let me know what I can provide to help with this issue.

Change the Output Resolution to 1080p.
A log file is needed too.
I can reply with a log this evening. I do not like using the rescale option in Video options. I rescale in Output. Also Rescaling would affect every stream I dont have this issue every stream. i know my cpu is plenty to rescale through output. But I will add a log this evening after my stream. I have a buddy who is using a 9700k and rescales through Video options and he has the same issues. i am also hardlined with 600/600
