So when i press record an error pops up saying:
" Starting the output failed. Please check the log for details,

Note: If you are using the NVENC or AMD encoders, make sure your video drivers
are up to date. "

Your GPU is an nVidia MX150, which does not have NVENC support.
Switch your encoder to x264 instead.

Looks like OBS is not installed correctly, reinstall with the installer and make sure https://obsproject.com/visual-studio-2019-runtimes-64-bit is installed.

Reinstalled it about thousand times , still the same

Open OBS, make sure it's set to x264 as the encoder, hit the start recording button, get the error, exit OBS, reopen OBS, go to the Help menu, Log Files, 'upload last logfile' and post the link it gives you here.
The logfile above doesn't contain a recording attempt, so doesn't have any back-end information on why the failure occurred. The above steps will generate a finalized log and SHOULD have additional information on why the error is popping up.
