You're using a not finished version of OBS which is for testing purpose only. Please use OBS 30.0.2 for production.
In case you're testing it, you may want to dig a little more on the issue and report in the correct thread about the problem.
Make sure you're using adapter 0 for encoding.
The best way is to not use advanced output mode. Revert any change you did in it, then run the Auto-configuration Wizard (tool menu) and apply the setting it gives. Do NOT change anythign.
Restart OBS (important)
Test as is. If all goes well, you're done.
Now you can changte the quality prests for a better quality and test again. Repeat as needed.
