Question / Help AMD VCE gone after switching PCI slots

Hey, I used to use the AMD gpu encoding in OBS studio, but recently I had some issues with my PCI-e, so I switched my gpu to 2nd PCI-e slot and now VCE is gone. I don't know what do I have to install or reinstall to make it work again. Ideas?

i5-3570k, amd r9 390, latest windows 10 64-bit
