17:15:58.572: Warning: OBS is already running!

You appear to be running multiple instances of OBS, which may be causing your problem.

The encoder plugin is not related to the function of desktop capture.

You AMD drivers are out of date.

That means your AMD card's drivers are not new enough to use the AMF encoder. Go to the support website for your AMD graphics card and manually download and install the latest appropriate drivers.

OBS thinks your GPU does not support the AMF encoder.

The R5 cards only support VCE 1.0. Current version is 4.1. I'm guessing the AMF encoder option in OBS is not using VCE that old.

i cant if i use that option my display capture becomes black i did everything what youtube videos told me to do to fix the issue but none of them worked thats why i wanted to try using the h264 because it works when i use other recorders with that option

h264 is x264. You can't use the latest OBS with the AMF encoder, though, your GPU is too old.

The laptop black screen issue most of the videos are referring to is not the same problem you have; that problem is mainly laptops with Intel CPUs with integrated GPUs plus a discrete GPU, usually Nvidia.

No Please OBS team Allow Us to use vce 1.0
Two problems.
1) VCE 1.0 is absolutely ancient, and horrible quality. If it was on fire, I wouldn't even hit it with a shovel to try to put it out.
2) Xaymar, the former maintainer of the AMF encoder plugin for OBS, has left the project. AMD will not maintain their own encoder plugin, or even assist with doing so (as both Intel do for QSV, and nVidia do for NVENC).
