Question / Help AMD Encoder won't show up

I have a AMD R7 240 DDR3 2GB and the AMD encoder in obs wont show up. i've checked system32 and i have amdfrt64.dll in my System32 Folder. I acutally have 2 of those- both being 2,80mb's
