Bug Report AMD encode bug in 0.12.2

Hi Folks!

I have an issue with the AMD Gpu encoding 0.12.2 relase.
I am using 1080p recording in 50fps with Media Foundation AMD encoder with 25 Mbps bitrate and DX11 capture.
It worked fine witrh 0.12.0, but when i changed to 0.12.2, screen in recordind falls apart.

I did not change any settings, just upgraded from 0.12.0. to 0.12.2.

My computer is:
AMD FX-8320E
Gigabyte RADEON R9 270 OC
Gigabyte GA-MA970-UD3P
KINGSTON HyperX Fury Black 8GB 1866Mhz

was streaming with 720p scale from 1080, 2500 b/r, 30 fps, same bug
