Allow External Device to detect OBS as Webcam

Is this possible? XSplit can be detected as an external device (or webcam) for alternative programs like vlc, web-based video capturing from your webcam, etc.

Is there a plug in or a feature that can be enabled to allow external devices and programs to use OBS as a webcam?
