You have a Gbps capable network adapter but connects at 100Mbps.
You need to either force the Gbps on the adapter (consult your motherboard manual/support on how to do it) or update all the motherboard drivers (consult the motherboard support).

For now, if you don't have time to do it at the moment, disable Enhanced Broadcasting.

I had enhanced broadcasting disabled and the problem persisted.

I will look at your other suggestions. For what its worth, I can connect to youtube streaming with no issue. Here is another log:

I did remove enhanced and it seems to be working with CBR now. Enhanced WAS working before, so I don't know why it doesn't now.

Oh, so it just decided on a whim to change how it was uploading? I have no idea how stuff like that even happens but I don't doubt that's what's going on.
