Hey.
Several days ago I could finally update my Windows 10 to version 1903, unfortunately I don't know whether to enjoy it or not, because as always there are some problems.
I use OBS to record the game, before the Windows update everything went as it should, i.e. movies recorded before I could scroll in Movies & TV app or MPC (included with K-Lite) and in the application for trimming and light film processing - Avidemux. After the Windows update, the recorded material is difficult to edit. While playback is not very problematic, scrolling to a specific moment in any of the applications listed above is impossible, and thus even cropping the material is problematic, and when it succeeds, pop up strange, incomprehensible errors that do not cause erroneous playback of recorded material.
The problem probably is on the side of saving material by OBS, because by opening recordings recorded before the Windows update - all I can play and edit normally without stuttering. OBS is updated to the latest version, I have not changed any options, because there is not much to change. No options have arrived. I use the QSV hardware codec due to the lower load on the nVidia graphics processor during the game.
Attempting to reinstall nVidia drivers or OBS itself did nothing and to be honest, I have no more ideas on what could be the reason.

I already know one thing that Intel's QSV codec is to blame. After changing to NVENC, the saved material is in perfect condition, but using it is not satisfactory for me, because the graphics card is used by the game, itself over on 4 years old laptop, which has problems with high temperatures at the start will lead to even throttling. The combination of QSV for OBS and playing in game on Nvidia graphic was optimal in my case.
An attempt to update Intel drivers has not brought any change to this topic.
