Question / Help Advice on best possible settings for non-partnered stream

Hey guys, I havent been streaming for such a long time and now I upgraded to a new system and I would love to ask some one experinced what is the best of the best settings i can get with this system:

Ryzen 7 1700X (water cooled) 4GHz
MSI GTX 1070 GAMING X 8G
16GB RAM DDR4 3000MHz
SSD and Windows 8.1
6Mbps upload

I am playing Starcraft II and Overwatch mostly.
I've heard that forexample preset does a lot when it comes to quality.. so can somebody advice like over all settings i should not and not just tell 720@60 3000-3500bitrate? :D Thank you.

Also please, how big of a difference does playing on Windowed (fullscreen) and just Fullscreen? Thank you.

The preset dosnt do much except eat up your CPU power...

You dont have the best connection so i would go with this:

Res: 720p
FPS: 30
Preset: Veryfast
Bitrate: 3500

If your connection allows it, try 4000-4500 bitrate.
Twitch just changed recommended to 3000 to 6000 bitrate.

The higher bitrate the better image quality.

Dosnt have anything to do with your stream??
