Question / Help Advice for animated overlays

Hey everyone,
first post here! figured id get the best help here. A while back when i streamed i tried adding animated overlays to my scenes but when they were all loaded up and stream started it would cause my streaming FPS to plumit down to like 25 and not the normal 60. while in game if i was tabber out or at a loading screen all would be peachy but when the game would start it would drop again. found some info that all scenes are rendered on the background by the GPU and trying do gaming at 144fps max settings and maintain that just wasnt gonna happen so I switched back to my static overlays sadly.
havent streamed in months but plan on getting back into it here soon again but building a whole new rig(I like building and it would help the stream) SO with my next build is it possible to game and use animated overlays on one machine smoothly or would a dual PC setup be better for me?

PSA. currently have a 1950x and a gtx 1080 so no slouch of a rig which could be converted into a dope stream only rig but if i can manage it all on one rig with a better GPU and a more gaming, clock speed CPU i would like to.

Sorry if it sounds dumb looking to soak up any and all info i can cause when i do get back to streaming I want to have the greatest comeback ever haha, Thanks again
