Advanced Scene Switcher Installation Help

Per the download instructions. I've downloaded the plug-in and copied it into the plug-in folder. But the current instructions also say to download Visual Studio, and then "configure the settings (see later section)", but there isn't a later section.

So I have no idea what do after installing the plug-in and Visual Studio. Can anyone advise what the next steps are? Because the plug-in isn't showing up in Tools.
