similar to how shareX does it. Once the hotkey is pressed, an overlay on the screen would appear for you to set the proper region to record, like so: https://streamable.com/30s6k
Why not just use sharex? Because sharex doesn't record audio and it doesn't record past 30 fps.
OBS already allows you to resize the canvas to set the region to record in the preview inside the application. Yes, but it is small and is a hassle to have to change every time i want to make a new recording with a different region.
