Add an option to add more than 20 seconds of audio delay

I have a one off situation where I need more than 35 seconds of audio delay but OBS only gives a maximum of 20 seconds of audio delay. I am pulling my hair figuring out how to configure it. There is no other way but to give an intentional delay of more than 20 seconds.

Ok so I just found out that we are using an integer to store the value of the offset in ms this would mean that the max delay we could theoretically give is close to 20 seconds only.
