An AMD FX 8350 8-core should be able to do 720@60fps. 1080@60pfs I don't think it will have high quality (based on experience with similar components).

Try these streaming settings:
Encoder x264
Rate Control CBR
Bitrate (*)
keyframe 2
CPU Usage Preset: veryfast

* Example: Speedtest upload says you are doing 8Mbps, drop bitrate to 10%-20% less to 6400-7200 and work in that range in 200 increments. Assumes you and your ISP can maintain that bitrate. No other devices on your local area network (smartphones, tablets, computers, etc. all turned off) and no wireless (must be wired Ethernet).

Base resolution: 1920x1080 (assume)
Scaled resolution: 1280x720 (720p)
Downscale filter Lanzcos
Common FPS Values 60

You say you have 8GB of memory. But OBS Studio is reporting you only have 4GB.
Physical Memory: 4095MB Total, 2209MB Free

Verify exactly how much memory you have by going to Windows System About and looking at the Installed RAM value.
