A couple of problems

So the first issue I'm having is with it asking to launch in safe mode EVERY SINGLE TIME that I open OBS Studio. I always exit out and NEVER Ctrl+shift+esc it. This just happened out of nowhere, I haven't touched ANYTHING because I know better than to touch anything when the settings are good.

Second issue only happened today and could just be an issue with my ISP/internet, but I figured I'd ask anyway, So occasionally my network is experiencing dropped frames, I don't know if it's my bad capture card causing all these issues or what it is.

Kind of frustrating having to end stream early.

I will mention I did add in a Text To Speech redeem for Twitch and put the browser source in there and have audio controlled via OBS. But I think it might be my ISP.
 
According to your log, OBS crashes while shutting down. The app window may already be gone, but OBS crashed afterwards. Check the crash reports from the help menu.
You use the streamelements plugin. This is known to cause some instability. Remove it and see if OBS behavior changes.
And you have a huge amount of video capture device errors in your log that indicates USB bandwidth issues. You have 2 webcams, make sure both are connected to different USB ports and not through the same hub. And if one if these are USB 3 capable, make sure you're using a USB 3 capable cable (blue plugs) so they're actually connected with USB 3.
