8 second delay

Using OBS I have an 8 second delay in transmitting my video until that pic is on Facebook live.

Are you talking about the delay from OBS to https://www.facebook.com/live/create or the delay from OBS to the actual viewing of a live stream (that's about 30 seconds in my tests)?

A delay is absolutely normal. Livestreaming is not a peer-to-peer process like a video call. It requires several back-end steps which take time, and the delivery format normally is separated into chunks to help with smooth playback; normally the video player needs multiple of these buffered before it will begin playing back the video stream.
