So I have had this question since i have first started streaming.

What should my base Canvas size be?

If i am casting at 720p and my capture card is set to 720p wouldnt it make sense to just have the canvas size set to 720p as well to avoid upscaling 720p to a 1080p canvas only to scale it back down again?

Yep, canvas size should be set to what the source material is. If your capture card were set to 1080p, and you stream at 720p. Then the canvas should be 1080p with downscale to 720p. Since both your source and stream is 720p, the canvas should also be 720p.
