Question / Help 720p producing low quality recordings/streams

I got a problem with recording on 720p+.
Everytime i record, i got some low quality, it's impossible to stream in a good quality for me either record good quality videos.
Am using OBS with Hauppauge HD PVR 2 GE PLUS and got many issues.
