Can I stream in 720p @ 30fps with my Elgato Game Capture HD with this PC?If I can what settings?

CPU: i5 2520M @ 2.50 GHz
GPU: Intel 3000 Graphics
Ram: 4.00 GB

You can give it a go and see what happens - you have the right config idea as well, 720p at 30fps with a bitrate of 2000-2500, try it and see what happens. I assume you are capturing console gameplay? If you are capturing from PC gameplay on the same machine then you will probably struggle
