Question / Help 720p 30fps minimum bitrate (NVENC H.264)

I play chess on my channel and my viewers prefer that I upstream below 1000 kbps so they may view it; I prefer recording (and if possible broadcasting) in high quality so I may upload my sessions to YouTube.

Using the latest OBS Studio on Windows with NVENC H.264 encoder, I observe that at 720p 30fps I can set the bitrate below 1800 yet OBS Studio streams at 2000 kbps.

What factors do I need to consider to understand whether OBS Studio respects the "bitrate" setting?

Well keep in mind that you are also streaming audio so that also uses some data. You can record and stream using different settings, NVENC gives terrible quality at low bitrates, I would recommend x264 for streaming and NVENC for recording.

This does mean it is encoding the video twice but it's worth it for high quality local recording.
