720p 30fps help

Hi, i need a configuration for obs 720p 30fps,

currently i use this settings:

CBR
3500 Kbps
preset: UltraFast
Profile: no

1280x720
bicubic 16
30fps
-------------------------------------------------------------------
I did a test stream but it shows pixelated with delay
