Question / Help 6850k ingame stuttering on any preset below very fast

Hey everyone. Let me start by introducing you with a problem - my 6850k stutters in pretty much all the games, while encoding on any preset below "veryfast". At the same time it is never loaded to max during tests AND encodes ALL the frames without missing any (see logs below). Sry for my english in advance as well, it is not my native language.

My system:
6850k, msi x99a raider, 32gb 2666mhz ddr4, nvidia gtx 1080 (latest drivers) , windows 8.1,

Here is a very long list of everything i tried:
1) Different presets and process priorities - it runs buttery smooth on "veryfast" preset and starts stuttering from "faster". Stuttering is based on the game and the process priority. When process priority of obs is on idle and the game is on high priority - it gets much better, but still stutters in some games like FH. Logs with "veryfast", "faster" and "medium" presets encodings for FH are attached below - CPU usage during these tests was 30%, 40% and 60% respectively. CPU is not overloaded, all temps are below 50. Videos recorded dont have that ingame stutter surprisingly - they all look completely perfect.

2) Additional x264 settings - changing key interval, ref frames (ref=1), disabling preview, changing colour format, profile, custom buffer size (setting it higher) and EVEN lowering bitrate to 3500 = 0 effect. Only changing bitrate to some absurdly low values (1000bps on faster for example) removes it completely again. No side programs were used during tests: all nvidia experience shadowplays and everything like that is off.

3) Overclocking - all overclocks for CPU were disabled during these tests. My CPU is usually boosted to 3.9Mhz but this doesnt affect the stutter at all. GPU, RAM - no overclocking.

4) For some mysterious reasons some games have lower or no stutter effect at all (prolly because of proper multhithreading in them?) - i dont experince stutter while recording VR gameplay for example.

Some additional notes - streaming on NVENC with "High quality" preset and 6k bitrate provides 0 stutter in the game. Lowering preset to "slow" with x264 starts showing the CPU is overloaded message in some games and ONLY then the stutter is present on the videos. Obviously it looks even worse in the game.
