Question / Help 65Mbps, 60 FPS, X264, looks like hot garbage

I have no idea what's going on, I'm not sure how in the world OBS is creating such awful quality.
As in the topic, recording using libx264 (Default) at 65000Kbps, keyframe 1 into MKV container.
Also, when I'm standing still just looking in one direction, it looks like there's static all over the frame.


It's kinda hard to tell in a still image as it looks WAY worse in motion, but here's a still from the video:

Maybe it's not actually recording at 65Mbps? My CPU is a Ryzen 2700X, and the CPU usage according to OBS while recording was only between 12-13% which I thought was a little low.

perhaps you have an input resolution difference between your input and base canvas? looks fine to me. It would seem that this game you are playing is an old game. one that native has low resolution. this could also be why. when scaling it to larger it pixilates as expected.

lancos is used for scaling larger are you using that?

more information would be rather helpful as all of this is speculation without it.
